What is Xtraffic+ has anyone reviewed or used it?

Hello everyone, I have been looking at website logs and notice some hits from blogs that when visited, don't exist, then redirect to this Xtraffic+ website. Does anyone know what this website is all about? It seems like this is a black hat type of traffic creation system and not worth the time or money but I'll reserve my opinion until finding out more about it.
