Beating Google Penguin?

Did anyone see that blog commenting from a different IP address level C works still? I am not sure how this works or even how to check this, but seen a blog post about this and cannot find it now, but they said it was still providing a ranking result.

Lol well
http://en.wikipedia.org/wiki/IP_address explains a lot about the different ip address levels! But I would rather read the blog with the SEO info related to it included, if only Waynefire could find the link to it lol

Different IP address level C works for blog commenting. But placed unique comment and variations in links.
