It's simply when someone links to your site from elsewhere, if you look at my signature there is a link to my blog - thats a backlink:)
If enough *important* sites link to your site from theirs, then Google starts to take notice, thinking that obviously you must be important too and it can improve your Google rankings considerably! Important sites are usually called authority sites - they would including anything ending in .gov or .edu and wiki sites amongst others:)

you can link exchange or let them come naturally due to good content, you can go blog commenting, submit to directories & social bookmarks....or you can get a va or fiverr gig to do it for you pop one in your sig here..i have 600 from MOC lol

blog comments count as backlinks, but then you get into the whole dofollow/nofollow debate lol - they don't pull as much weight as other links but every little counts
A keyword rich link from an outside page (with diverse domain or server) that refers aimed at your website are know while backlinks in web optimization. They are also called incoming links.
Backlinks tell serps, yahoo and bing how popular your blog is. All achnor texts are one of the form backlinks.
Natural backlinks tend to be more valuable to search engines like google than reciprocal links, as they are harder to acquire.
